NetBIOS name in registry?

Using the "netdom renamecomputer" command it is possible
to change the NetBIOS computer name. However, what if the
computer is not part of a domain? Or if the domain is not
accessible? How can the user then go about changing the
NetBIOS name?

Also -- isn't this information stored somewhere in the
registry? If yes, where exactly? If no, where is such
information stored?
