I can't use Net Send after install SP2.
But I can use it if I stop and
restart the Messenger Service every time I start Windows.
P.S.: note that my messenger and alerter service all are set to start
automatic.
Any help?

Programs or services that use the Alerter service or the Messenger service
do not work as expected after you install Windows XP Service Pack 2

There are several third-party programs that can do this. I use a
little freeware app called NetHail.

I try NetHail ready. But in my situation I must to stop and then start
the messenger service evry time I start window before I can use it.
Have another one third party is better then this is called FoMine Netsend.
But i would like to write my own application, that's why I would like to
know the COMMAND that can use instead of NET SEND.
Any suggest?

Sure. Set up a domain controller, then set up another server with
Exchange server (you could have them both on the same server, if you
network is very small) then set up Outlook on each workstation to pull
messages off your Exchange Server. Voila, now you have a method to
communicate with each other.

Of course it's cheaper and easier to do it with the phone, and most
offices now have voice mail installed for each phone.....
