.Net Redistributable always loaded

Hello,

I am not sure if this the proper place to ask end-user
questions, could I please get a redirect if this is the
wrong place?

I am just an end-user, and a program that I wish to
download requires the .Net framework. My computer is very
slow, and as it seems to be uninstallable, is the runtime
loaded always, or just when an application which uses it is
running?

Only when it's needed. It shouldn't make any difference otherwise.

I believe you can uninstall it, but I can't say I've ever tried.
