No, you can't. Some programs will only operate with a specific Net Framework
1-2-3etc. Besides removing a "surplus" NFW version will not make your
computer perform any better.

No, they provide support for other programs. If a program wants to see
an early "version" and you have removed it, then the program will want
it reinstalled.
No, you shouldn't. Some programs require the specific version they
were written for.
