.Net Framework 2.0 and raw image Viewer

I can't get Raw Image viewer that I installed from Microsoft's site to run
with .Net 2.0 installed. Anyone know a fix? Or how I can contact Microsoft
about this bug?

The viewer also requires XP Service Pack 2.

I installed sp2 and the whitepaper shed no light on the compatability issue
with .net Framework 2.0
