Net Framework 1.1

When I go into add/remove programs, I have .Net Framework
1.1. But, I'm told to download it, as if it doesn't see
it there. What can I do? I don't want it there twice.

What are you doing that is telling you to download it? Just going to
add/remove programs isn't going to force you to download anything.
