net framework 1.1 sp1 critical update KB 938366

Guys,
my auto updates give me a critical update KB 928366 but it will not install?
So why has microsoft not informed me there is a problem with this, as it is
a CRITICAL update? and how to fix this problem, if there is one?

If only Microsoft Mogul B. GATES would fix HIS mistake it would be a lot
easier for US cash customers.
