.NET Framework 1.1 Service Pack 1 Install Problem

WINXP SP3, all updates except above current. I receive the message
"SL16A.tmp has encountered a problem and must close." I have tried both
updating online and downloading NDP1.1sp1-KB867460-X86.exe and executing it
with the same result. Security Update for Microsoft .NET Framework, Version
2.0 (KB928365) installed correctly.

Any suggestions?

First download to your hard drive each version of NET you have on your PC>
Then uninstall each version .NET you have on your PC,
Starting with the highest version first and finally uninstalling NET 1.1.
Next reinstall NET 1.1 and work your way back up to the last (highest
version #) of NET, which looks like it could be Net 2.0
