How can I get .NET into a computer that is not hooked up
to the Internet?

You can obtain the runtime installer (dotnetfx.exe) from Microsoft here
http://msdn.microsoft.com/netframework/downloads/redist.aspx

Then copy it to CD and run it on the machine in question.

Thank you for the help you gave me. I now have dotnetfx.exe installed
on my video editing computer as a file directly under C:. Is this the
best place for it, or should I move it elsewhere?

It doesn't matter where dotnetfx.exe is located. You have to
execute it to actually install the .NET Framework on your
machine. Once installation is complete, dotnetfx.exe is no
longer required.
