Is there a sdk for .NET compact framework. Plz tell me where I can download it.

If you have VS.NET 2003, you have what you need already, unless you are
developing for SmartPhone 2003, for which there is an SDK (check
www.microsoft.com/downloads).

I think he wants the SDK like the full-framework SDK that allows you to do
command-line builds or other UIs. Rumor has it that it will be available
for CF 2.0.

It is. The .NET Framework 2.0 SDK has the .NET CF bits. The only thing
missing is the emulators, which is no biggie.
