Does Windows2000/3 Server support negative caching?

I know that it is implemented within the client resolver. But what about
the DNS server?

No, not in the DNS server service itself, since negative caching is a client
side (Resolver) funtion. But keep in mind, assuming that the DNS is pointing
to itself, then the DNS client service (the resolver) on the DNS server will
perform that function. You can bump the TTLs higher if you need to.
