DNS Cache Issue

I have a very unique problem. I am having periodic problems getting Outlook
2000 to connect to my Exchange 2000 server. I believe that this is a DNS
issue. When I try to ping my exchange server it cannot resolve the ip.
Ipconfig/displaydns shows a negative cache entry. A reboot,
ipconfig/flushdns, or waiting 10 - 20 minutes will resolve this issue. This
is the only server I am aware that this is occurring to.

Make sure that all clients and servers are using only the DNS server for the
AD domain in TCP/IP properties. Do not use your ISP's DNS in any position on
any member or client of an AD domain.
Your ISP's DNS cannot be expected to have the records for your local domain
in them. Do not use them, except as a forwarder, period.
