Needs to be a better document creation program than word

I am a consultant using MS Office 2003. I constantly create employee
handbooks, job descriptions, marketing & business plans, performance
appraisals, training guides (with graphics), checklists, outlines, guide
books, and other training materials.

There has to be something easier to use than MS word or Adobe (uggh).
Templates are fine, but there has to be a better/faster way to create them.

1. What if a program allowed you to choose a document type (like I listed
above) and then block sections on the page depending on what you wanted to
do. You could move these sections anywhere and not worry setting section
breaks (which are horrible) or margins. You could drag and drop a document
chunk and it would stick wherever you placed it instead of bumping everything
else or not going where you want it.
2. Maybe a FREEZE PAGE option and your layout would simply stick without
having to do breaks, adjust margins, etc. unless you unfreeze it.
3. When you choose a Document type it would have format specific items
depending on what document you are creating; instead of the general
formatting selections currently available. Same for charts and graphics.
The FORMAT PICTURE is such a pain.
4. A more robust feature that allows you to custom make formatting chunks
(like a wizard but BETTER) and lets you easily share it between other
document types.

I have a ton more to detail in this, but I think you may get the idea.

You are describing a lot of the features of the new Quark 7. Read up on Job
Jackets in Quark 7.
