Need to View JPEGs in Outlook 2003 viewer

I need to be able to view pictures through Outlook .
I have turned off block pictures from the options security tab
and it does not allow me to see the JPEGs I need to be able to view in
Outlook for quick referance to jobs I have in house and e-mail proofs
viewing through Picture and fax viewer is not a solution when you have many
Jpegs for each client and many many clients.

Please help me resolve this Huge Problem!

You can't do this in Outlook. Outlook will only show pictures in-line when
they are embedded in the mail by using Insert-> Picture. If they are
inserted as attachments Insert-> File they will show up as attachment in
Outlook as well.
