Need to see and not-see calendar subject lines in a group

We are operating Outlook with pst files located in each user's personal
directory. When a user tries to view Group Schedule by following the path
"Schedules…" --> "Open…" the user can see blocks of time that are not
available, marked in blue. However the user cannot see the subject line of
the time block for any users except for himself/herself. We would like to be
able to have all users be able to make the subject line of their selected
blocks available , so (for example) members of the group can see when
everyone has scheduled a meeting in the conference room. Interestingly, on
each individual's calendar, there is a selection to make an appointment
private, but not a selection to make an appointment public. How can we, in
effect, make a single appointment public.

That is not possible if you are not using Exchange Server mailboxes for your
calendars. OUtlook using .pst files publishes free/busy availability
information only.
