I keep a Run Box shortcut in my QuickLaunch toolbar. It is a useful place
for it for me.

WinKey+R will start the Run box.

To answer your Subject question, the Run box option can be selected via the
Customize section of either the Start Menu or Classic Start Menu choices found
by a right-click on the Taskbar, select Properties > Start Menu [tab] >
Customize [button].

Hmmmm... Perhaps you should put shortcuts in the QuickLaunch bar,
rather than the user area of the Start Menu.

Try this, however:
[Part A]
1) Right-click on the Start Button
2) Choose "Properties"
3) Click on the "Start Menu" tab
4) Make sure the "Start menu" radio button is selected.
5) Click on "Customize" button
6) Scroll down in the list until you see "Run command", and make sure
its checkbox is checked.
7) "Ok" out.

You also might do this if Part A fails to work:
[Part B]
Do steps 1-4 above, then
1) Make sure the Check box next to "Store and display a list of
recently opened programs" (at the bottom of the page) is UNCHECKED.
(This will keep Vista from keeping a list of recently opened
programs.)
2) Do step 5 above.
3) Then, under the section labeled "Start Menu Size", make sure the
drop-down list is set to "0" ("zero", or "naught").
4) "OK" out.

If this still doesn't work, I advise you to REMOVE most of those
shortcuts you've put on the Start Menu, then do Part A again.

Thanks for your help.
got it back by checking it in the properties box.

Thanks David,
Somehow the RUN box had become unchecked. I now have it back.
