Need to disable automatic hardware driver install on startup

In order to install the drivers for my video card (RADEON
7500), I need to boot my machine without the drivers
installed, but after I uninstall my old drivers and
reboot my machine, Windows automatically re-installs the
driver, and gives me no option to cancel. I need it not
not automatically install the driver, but don't know how
to tell it not to.

You can not. However, you should be able to update the drivers in 'Safe
Mode'.

I've tried doing it in safe mode and it still installs
windows drivers when I'm in safe mode.

What works for me is the following:

1. Prior to uninstallng the old drivers, go to the location of the
install files stored on your hard drive. For example, the default for
my system is C:\ATI\Support\

2. Delete the folder containing the previously used install files (e.g.,
for the video driver). However, if you are going to uninstall all the
drivers (e.g., including the multimedia center and remote control, etc.)
for a complete new install, delete the entire C:\ATI folder.

3. Uninstall the drivers. When the system reboots, the previous install
files are gone so it must remain "VGA" system.

4. Install your new system drivers.
