Need Immediately: Content Management Framework or Solution...

I'm in one of those have to have it yesterday projects.

The project is a single page of information that displayes two lists one on
each side of the page. Each list is about 12-15 items and each item may be
2-3 lines of descriptive content. The lists have to be updated by staff whom
are very low skilled thus some type of content management solution is
needed.

I don't have the time to develop this myself at the moment and hope you can
recommend a free or low budget existing framework or solution...

Sounds like something suitable for a simple bit of xml or csv databinding to
a pair of datagrids where the users can simply copy and paste exisitng
content into the xml file

Failing that rainbow or dotnetnuke are good free products, perhaps a bit
overkill for this though
