need help

Hello
Does anyone here know how to stop windows 2000 clients
from accessing items in the taskbar (everything apart from
the clock)I would like to do this in a win2003 server gpo.
If this in not possible does any one know how to accomlish
this in the win 2000 gpedit.msc
