Your question is difficult to read so let me see if I got this right.

You've scanned a document and copied it to the clipboard. Now you are trying
to edit the text but can't. How did I do?

Did you scan it in with OCR software or is it just a picture of the paper
document?

First you have to convert the photographs you made of your pages into
text, using the OCR software that came with your scanner, or with the
OCR that's hidden somewhere among your Office Tools.

Not quite. Read the documentation that came with your scanner.

Sorry, I don't know how you scan something to a clipboard.

When you scan an image, pictures of the pages should be stored in the
folder your all-in-one-printer-scanner-copier created when you
installed its software. When you scan a document, the picture should
have been sent to the OCR software that was installed when you
installed your unit.(My HP 4250 starts by offering the choice of
scanning an image, scanning a document, or making a copy on paper, and
yours presumably has the same choices.)
