Need Help!!!: Simple Networking

I've been trying to connect 2 WinXP PCs through Ethernet cards, with UTP
cable. I get no errors from the hardware, but I can't get the LAN connection
to work. Some days ago I run the LAN wizard loads of times, and it just
worked once. Now I had to reinstall the LAN, but can't get it to work ¿?!!!.
I've turned on file and folder sharing for the LAN, I've set TCP/IP service
up with fixed IPs, and set up a shared DSL internet connection. I've set the
workgroup name the same for both PCs. If anyone knows where I am wrong or
what I should do, please help.
 
what's the ip address? can you ping other computer?

It is 16.16.16.0 for one PC and 16.16.16.1 for the other. Note these are
internal (subnetwork) IPs.

can you ping other computer?
Sometimes I can, but then I restart any of the PCs, or both, and they don't
answer pings.

Are they connected using a hub/router? If not, then there is no way for the
computers to network. You can get a pretty decent one for around $40

Yes, it's possible to network two computers without a hub/router:
connect them directly to each other using a crossover Ethernet cable.
