Need help removing the icon background color on desktop.

I have three user login id's on my PC. On two of the three users, the desktop
icon has no background color, and when I attempt to remove the background
color on the third it will not change. So this user in question has the
desktop background color behind the icons. For example my icons have no
background color so the icons show the display picture underneath. If that
makes any sense? Please advise on how to fix this problem.

Have you tried from that users desktop rt clicking and select
Properties>Desktop>Customize Desktop>Web>Uncheck Lock Desktop Items.
