Need help installing Win 2000

My hard drive failed, so I bought another hard drive and tried to install
Win 2000 Pro. I started out by installing from the 4 floppy disk and then
when asked I put the CD in the CDRom and pressed ENTER. I then get a message
that states "Setup cannot create folder:\WINNI. Setup cannot continue until
this folder is created. To retry, press ENTER, To quit Setup, press F3".
I pressed ENTER and nothing happens. How can I get Setup to create the
\WINNI folder?
