need help identifying an application

A while back I had downloaded an application from Microsoft. The function of
this app was that once installed the administrator on a single standalone
machine could then limit the sub-accounts on that machine, ie. guest or
another account. It allowed for a more robust control over controlling,
restricting permissions and rights of user accounts on the machine than just
using User Accounts or gpedit. It reminded me of an active directory type app
for stand alone machines. I simply cannot remember the name of this app and I
have exhausted myself searching google. If anyone knows what I am talking
about please help me find this allusive app.
