Need help changing my home page

Can anyone help me change my homepage?
I go to internet options and change my home page and click apply, close
but it goes right back to the page that it deleted.
I even tried going to tools then internet options,typing in a new address
apply
and close reopen it and its back to what I tried to delete
I started it in safe mode and tried to change it there with no luck
if you can help please respond

Do you have norton internet security on your system (horrible product)
if so, disable it, then change home page, then re-enable it.
