I'm working on a project where I might have a need to animate some
static images. I'd like some software that can perform the animations
without a big learning curve. The results I'm after are as follows:
Lake effect: Turning a masked portion of an image into a lake with
waves. Sqirlz Water Reflections can do that.

Reflection effect: Turning a masked portion of an image into a
reflection of the area above it. This is not an animation but Sqirlz
Water Reflections can do that too.
Exposure effect: Giving the appearance that clouds are intermittently
passing over the sky, forming shadows on the land beneath it, ie.,
giving the effect of brightening and darkening the area below. Harry's
Filters has a preview that shows such an effect using the exposure
filter. Unfortunately, the preview cannot be saved as an animation.
Animated sky effect: This is similar to time-lapsed photography
showing the sky moving throughout the day. I would like to mask an
area of an image and have it move from left to right.
Flag wave effect: Placing a masked area onto a waving flag. I have a
payware flash app that can do this but am looking for other solutions
too.
Ken Burns effect: Panning and zooming through an image. PhotoStory3
can do this. I also have payware that can do it too.
Rain effect: Making it appear that a picture was taken during a
rainfall. I haven't found freeware for this effect. Is a free
Photoshop plugin available?
Snow effect: Making it appear that a picture was taken during a
snowfall. I haven't found freeware for this effect. Is a free
Photoshop plugin available?
Lightning effect: Making it appear that a picture was taken during a
thunderstorm. I haven't found freeware for this effect. Harry's

Animated fog: I haven't found any software for this effect.
Moving spotlight: Either a white light against a black or dark
background, or a brightened light against ambient lighting.
