Need Application that will let me create fancy buttons for FP 2002

I need a package that provides the ability to create 3D buttons that change
background color when clicked, like those in the Navigation Pane of Outlook
2003. I will greatly appreciate your suggestions.

There's likely several button and 3d button creator tools out there..
try a search on some appropriate term ~ "3d buttons" "navigation
buttons" ~~~
one place you might start is xara.com they gotta couple of progs
there that might fit the purpose - then of course there's whatever
graphics/paint prog you might have ? Paintshop pro? and make your own?
after all - a button Is just an image (change color by duplicating the
button in another color...then onto the web page with mouse-over
effect.)
