Need an XP installer !!

HELP
i have accidently installed an old version of Windows installer which came
with the VISIO XP program .. and now i cant install anything ! it says:

"The windows installer Service cannot be accessed. This can accur if the
windows installer is not correctly installed. Contact you support personnel
for assistance."
