need a little or a lot of help after a crash

downloading a movie last night no other programs running,power flashes
computer goes off.

re-boots no problem but something has been damaged

netscape no longer works.other programs will no longer run either.
i am getting error messages such as,

the app or DLL C:|Windows|system32|quartz.dll is
not a valid windows image
also
The app or DLL C:|Windows|system32|Imm32.DLL is not a valid windows image
i have never seen this error ,valid windows image.?.
I have tried system restore with NO results. any help would be greatly
appreciated,thanks in advance.
