Does any one know where I can get it. I searched the web
and find it rediculous that I should have to pay someone
for a .dll file which MS should have out here.

This file is installed with XP isn't it?
Have you searched your entire harddrive for it?

If not, it's on the XP cdrom, just expand it from the i386
folder.

If the KB says you have to contact them by phone, you need to read the
article more carefully. The support fee will be waved if you actually need
the file in question.
Please be very careful downloading any file from a non-secure web site.
