Necessary Permissions needed????

We have recently converted to Access 2000. I have resolved several
errors, but this one stumps me. I have several users that run on
Run-time. One of them may be in a file that uses linked MDB files to
it information to run the query. When that user is in the query and
another users trys to run a diffrent report using the same MDB file
somewhere in the process I get this message. When I have the first
user exit the file they are in the other user can run the reports...
This happens with various users there is no trend... Is this the new
security? or do I have something set up incorrectly?
 
Do all the users have the necessary file system permissions on the folder
the back-end (data) resides in? In order to have multiple users they need to
be able to read, write, change, and delete the LDB file.
