Nav Bars

I have used nav bars in 2002 with no problem. Seems MS has made some changes to 2003 Nav Bars. I can't get them to go vertical down the left side of the page. If I select vertical they go vertical down the top of the page without the text to the right of the nav bar. Anyone else experiencing this problem?
