national radar looped image will not display

when trying to access this site i get the following message:

Java must be enabled for radar loops to display.
In Internet Explorer
Select: Tools -> Internet Options -> Security tab
Select the Internet zone and set the Security level for the zone to "Medium"


i do this and still no display!
running Pentium II 400 mhz
192 sdram 100mhz
winxp pro
latest updates
40gb hd

PS...
Open "Tools" - "Internet Options". Click "Settings" button
| "View Objects" button. Right-click on each item in the
list and select "Update" until all have been updated.
Remove any that are corrupted or invalid.
