My Webpages won't open on my computer

I am using WinXP with SP2 with all the Hot fixes, and the IE6 Browser. Many
of my webpages have scripts in them. In the past few weeks, when I attempt
to open one of those pages on my computer to modify it, there is a security
Information Bar that pops up preventing it from opening. The note in the
Bar says:

"To help you with your security, Internet Explorer has restricted this file
from showing active content that could access your computer. Click here for
options..."

I can get most of these pages to open by clicking the Information Bar, then
giving permissions. However, not all pages will open even then. Hot links
to my website work just fine. I want very much to control my own webpage
opening and testing on my computer. I have tried all the IE settings I know
of but might have missed something. Please help on this one.

There are several other workarounds, but you would have to rename or edit
each HTM file.
