My toolbar moved. HELP

I have different icons set up to come up on the bottom of my screen. Now
they're on the right hand side. I've tried dragging to get them back, but
it's not working. Please help
 
Right click on it and see if the "lock the taskbar" option is checked. If so
uncheck it and you should be able to drag your toolbars.
