I have fixed this problem, it was a known problem in my firm. Our fix was to
change Lotus Notes (6.5.4) location document to use the operating systems
time zone setting. File\preferences\location preferences\advanced tab.

Hi again Wes,

The saga continues...

I modified the registry of my laptop to create a log for
w32time. When I did that, the time zone was showing
correctly.

Moments later I folded the screen (putting the laptop into
what Dell calls "hibernation") and walked from my office to
my home.

Once there, I opened the screen, touched the power button,
and soon saw that Windows showed the time zone as Brisbane.

I immediately looked at the log to see if it captured
anything of interest.

Of course, I spot nothing...

Would you want me to post the log here for you to have a
look?

No, that thread is not mine ('sorry for my hasty response),
but...

It may well be a source for the solution!

I do run the anti-spyware apps that are mentioned as a
source of the problem.

Also, it is quite the coincidence that the other OP is in
Brisbane, and my system keeps wanting to go there.

I believe that I am making some headway on all of this...

About 5 days ago, I restored my system to an earlier image.
When it booted, it asked if I wanted to update my Java
installation, and I (absentmindedly, I'll admit), clicked
"yes." Then, over the next several days, I noticed that
there was no incorrect change in its time zone.

Then, yesterday, I went to Microsoft Update, and installed
the Daylight Savings modification...

A few minutes ago (that is, about 14 hours after the DS
update, I glanced at my system only to see it set, yet
again, to Brisbane.

Now, of course, this ain't "proof" but it would seem that
the DS update may be the culprit.

To learn more, I just went back to the same image described
above. I will install the Java update, but not the DS
update.

After a few days, I may know more.

I believe that I have this Brisbane reset problem
deciphered...

I restored an earlier image of my system and waited twelve
days with no time zone problem.

I then installed the KB928388 Daylight Savings update.

10 hours later, the system reset itself from Eastern US to
Brisbane.

That is surely not up to any scientific standard, but it
convinces me that the update breaks my time-zone
functionality.

Are you running Lotus Notes as your e-mail client?

If so, make the following correction in your Location Document (File,
Mobile, Edit Current Location and go to the Advanced Tab).

Change the setting for "Use operating system’s time zone settings"
to "YES" and set the Time Zone for your actual Time Zone, Eastern I
believe you say.

No, I do not run Lotus...

I had read about that issue, but, it did not apply to my
situation.

Based on my experimentation, I believe that the problem is
caused by the Daylight Savings Update offered by MS (no
doubt with an interaction with something else on my system,)

Having gone back to an image I had from before that update,
I am now running for about two weeks without the problem,
and it had been occurring perhaps every eight hours.

I do thank you for your suggestion,

by choosing nist.gov server for my time (I'm EST). But alas, it is cropping
up again and again. Do you know if MS has resolved this issue?
