Try an up-to-date virus and spyware scan. And also try to repair your system
by doing the following:

In the Start Search box type cmd, then RIGHT-click on CMD and select Run As
Administrator. When the window opens, type in:

sfc /scannow

Press the Enter key and it will start scanning and repairing. This will take
a while, let it finish. At the end it will tell you whether it has repaired
anything or not. Restart and see if your problems are gone.

I am assuming that a Dell OEM version of Vista came preinstalled on your new Dell. If so,
it is the responsibility of Dell tech support to sort out the problem. If the problem
existed upon receipt of the system, and it is not a simple fix, that is unacceptable, and
I would NICELY ask for a new system. I would never spend hours doing a complete reinstall
on a newly purchased system. Dell is usually very accommodating in situations like this.
They pay for the shipping of the replacement system, and the return shipping for the
defective system.

Well, they used to be very accomodating, but I'm not sure they still are. A
neighbor is agonizing through similar problems with a week-old Dell (she's
not computer-savvy; she's your average home user) and so far they've walked
her through reinstalling Vista (after which her new Dell printer stopped
working); they sent someone to replace her hard drive (after which her
speakers stopped working) and she's now awaiting a response via telephone
from someone "higher up" in support with a possible solution.

When she asked about returning it for another system, they said (so far,
anyway) "Nope. We can't do that...."

When she asked about switching to XP they said, "Sure.Go out and buy a copy."

This same problem (a taskbar that decays) is being experienced by many with
the same Dell computer. Like me. I've been on the phone for HOURS with
Microsoft and Dell, and so far, after a multitude of attempts to fix the
problem, nothing has worked. Microsoft says it may be Dell's fault, and Dell
of course says it's all Microsoft's. I even upgraded from Vista Business to
Ultimate, but no fix. If anyone finds an answer to this, there are many who
would greatly appreciate knowing it!

This is the first I have heard about this. But, if it only happens with
certain Dell computers.....................
