My "Run Command" does not work

When i click on "Run" this message comes up:
This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system Administrator. (Me)
I have done what you see under, but still get the same message. What to do.

Edit the Registry,

For the Run command on the Start Menu,

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
or
HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Delete "NoRun" in the right-hand pane or change the value to 0.

For the Search menu on the Start Menu

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
or
HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Delete "NoFind" in the right-hand pane or change the value to 0.

I would like to regain the use of my "Run"command, not remove it
