My "Publish Web..." button in FrontPage 2002 is not active

My "Publish Web..." button in FrontPage 2002 is not active and I am unable
to publish using FP.

You must have a web open first, then use the File Menu | Publish Web.

Do you have a web open? File->Open Web

The Publish command is not available unless a web is open.
