my outlook wont open

I get a message stating: "Cannot start Microsoft Office Outlook.Unable to
open the Outlook window. The set of folders could not be opened. The server
is not available. Contact your administrator if this condition persists".
This is my home computer and I am the administrator.
 
Try creating anew profile via the Mail icon in Control panel and start
Outlook with that profile.
