my outlook isn't receiving mail

I have the new Vista program, and I can't get Outlook to receive mail. It
sends, but it won't receive. I can create a new message and send it. The
message will be in my sent file, but I get an error message:

I have 2 accounts set up. One account gives the following error message:

Task 'mail.officecommunique.com - Receiving' reported error (0x800CCC92) :
'Your e-mail server rejected your login. Verify your user name and password
in your account properties. Under Tools, click E-mail accounts. The server
responded: -ERR authorization failed'

The other gives this error message:

Task 'mail.insightbb.com - Receiving' reported error (0x800CCC92) : 'Your
e-mail server rejected your login. Verify your user name and password in your
account properties. Under Tools, click E-mail accounts. The server
responded: -ERR [AUTH] Authentication failed'

What do these mean? If there's an error in receiving, why not when sending???

I have Outlook set up the exact same way as Windows Mail, and Windows Mail
is working fine.

Please help. Thanks.

It is really difficult to understand what the error means? It means
you are NOT used the correct login credentials that you recorded in
the account defined in Outlook. Try using their webmail interface
with the same username and password to ensure you are using the
correct ones. If that works, empty the username and password fields
in the Outlook account definition and reenter them.
