My Business Account User: When I start OUTLOOK it does not install Norton's
Anti Spam, nor add the toolbar at the top.

Norton AntiSpam, I believe, runs as a plug-in to Outlook. Outlook
doesn't go hunting around for plug-ins that might be available somewhere
else in the system. It loads the plug-ins that it has already beel
"told" about. It is up to Norton AntiSpam to install its plug-in.

Was Norton AntiSpam purchased by itself or was it part of a package,
like Norton Internet Security? If it was part of a package then maybe
you didn't install the Outlook plug-in for Norton AntiSpam. Maybe
Norton AntiSpam will also function as a local proxy so e-mail clients
*other* than Outlook can use it and that's how you installed it.

Have you yet availed yourself of Symantec's online support to submit
your question to them for a legal copy of their product that you
purchased? It takes some drilling through their web pages until you get
to a web form for submitting tech support questions but it does work.
They usually respond inside of 3 business days.
 
I had a similar problem because I had to disable Norton on my Outlook. I
found this info on the Symantec website. Maybe it'll help:
Enabling the Norton AntiSpam plug-in for Microsoft Outlook
If have Microsoft Outlook Express, skip this section and continue with the
"Checking for a virus" section.

To enable Norton AntiSpam in Microsoft Outlook
1. Open Microsoft Outlook.
2. On the Help menu, click About Microsoft Outlook.
3. Click Disabled Items.
4. Enable Norton AntiSpam.
5. Click OK.
6. Exit Microsoft Outlook.
7. Start Microsoft Outlook.
