Outlook and Norton Anti-Spam toolbar

I apparently turned off my Norton anti spam in Outlook a couple of days ago
after a pop-up suggestion from Outlook. Because the message was not clear, I
did not know what I was turning off. How can I now turn norton anti spam
back on within outlook? I've gone through Symantec's protocol, but Outlook
seems to have control over the situation.
