My outlook 2003 not send/receive e-mails

It was sending/receiving e-mail, no problem. Actually I can not do that, I
receive a message "Acces to hotmail via outlook and outlook express now
requires a subcription. Please sign up at http:/upgrade.msn.com"
Why this happen and what to do. What kind of subcription?
I need to work using hotmail via outlook.

You need a paid Hotmail subscription. More info is available at the URL you
mentioned. MS dropped support for external mail clients receiving Hotmail
from free accounts.
 
Will the paid subscription once again permit the use of Outlook 2003, OR OR
OR will I be forced to go with the new MS WINDOWS MAIL program?

With a paid account you should be able to use Outlook.
