My "Links" toolbar has a mind of it's own

I use a couple of toolbars, and I prefer my "Links"
toolbar to be the lowest of them. However, every time I
reopen IE6, my links bar pops up to the end of my address
bar, and I have to drag it to the bottom every time. When
it appears there, I can use the buttons, but I find it
MUCH easier to use when I keep it under all the toolbars.
I've tried holding the CTRL button when I close IE6, I've
tried uninstalling all of my toolbars one at a time AND en
masse, I've tried locking and unlocking, I've even tried
deleting all the toolbar settings from the registry and
redoing them from scratch. I've deduced that IE6 just
wants to keep them in the order in which they appear when
I look in VIEW -> Toolbars, but I wish it would just keep
my preferences. Does anybody know definitively how to
force IE6 to hold my toolbar preferences?

Odd Toolbar Behavior:
Open Regedit to the following location:

[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\WebBrowser]

Highlight the "ITBarLayout" entry (right pane)
Right-click and select: Delete, close Regedit and reboot.
Note: the "ITBarLayout" will be recreated on restart.
Always Export before editing ........
