my frames look good on my computer-too big on others. what's wrong

my frames are perfect on my frontpage. and even on the internet.
but they look too big on most other computers. on some computers (especially
XPs)it looks perfect. but on most, you cant see everything unless i enable
scrolling. the pictures and menu look too big and there is little space left
for the writing. is there a way a can make the site look the exact same size
for all computers.
