My formula audit is not tools tab. How do i get it back

I have excel 2000 and im tring to work with a logical formula. I need to run
the formula uaditer but My formula audit is not tools tab. How do i get it
back or maybe update 2000 to have this function?
 
Click on Tools, then Customize, select the Commands tab, select Insert in the
left window, and click on the Formula editor icon in the right hand window

That is not listed in the menu you specified. I also checked all the other
areas in that menu. I wonder if this version has it, or did it get gliched
and loose it.
