My email will not send in Outlook 2003

I set up my hotmail account to be used in outlook. I sent when email fine,
but the next time it would not send. I have a picture in the email, but
otherwise nothing special. I tried sending it from the Hotmail account, and
the http account, choices they give on the toolbar. The email still won't
send, it comes up in my outbox as not sent, without a reason.
