My email attachment button turned into insert only ?

I am using outlook in my office and always attched info that would show up as
an attachment under the CC line ,

Now my attachment button will only insert attachments into body of message
instead of under the CC line .

What happened ? I dont think I changed anything ..

You switched from HTML or plain text format to RTF (Rich-Text Format).
