my docs icon with circling arrows

For some reason the "my docs icon" on my desktop now has circling arrows
(in motion) in the lower left hand corner. When I go to explorer and open
my documents all the files have the same motion in their icons.

What happened????

Is this Windows XP or Vista?
Is IE7 installed?
